What this tool is for
Search results differ by where the searcher is, which makes checking your own rankings from another city hard. The uule parameter tells Google to answer as if the search came from a given place. This builds that value from a location name and hands you a ready link, and it decodes a uule you found somewhere back into the place it stands for.

Frequently asked questions
Is this an official Google parameter?
It is used by Google but not documented for public use. The encoding here was worked out by observation and has been stable for years, which is not the same as guaranteed. If results ever stop matching the location, the format changed, not your input.
What counts as a canonical location name?
The form Google itself uses in its geo targets list: city, region, country, separated by commas without spaces after them. "London,England,United Kingdom" works, "london uk" does not.
Will this show exactly what a local user sees?
Close, but not identical. Location is one input among many: personal history, language, device and the moment of the query all change results. The link switches personalisation off with pws=0, which removes the largest of those differences.
