What this tool is for
Search results differ by where the searcher is, which makes checking your own rankings from another city hard. The uule parameter tells Google to answer as if the search came from a given place. This builds that value from a location name and hands you a ready link, and it decodes a uule you found somewhere back into the place it stands for.
How a uule value is built
The commonly used form starts with the fixed prefix w+CAIQICI, followed by one character that encodes the length of the location name, followed by the location name in Base64. The name must be a canonical name from the Google Ads geotargets list, such as "Austin,Texas,United States", including commas and without spaces after them. A name that is not on that list usually makes Google ignore the parameter silently.
Building a local search URL by hand
Add the generated value to a normal search URL: https://www.google.com/search?q=your+query&uule=VALUE. Add &gl=us to set the country and &hl=en to set the interface language, and use a private window so your own history and signed in account do not influence the results. Add &pws=0 as well; it is often ignored now, but it costs nothing.
Limits worth knowing
The uule parameter is undocumented and Google can change its behaviour at any time. It sets the location the results are computed for, but not your language settings, device type or search history, so results can still differ from what a real person in that city sees. For decisions with money on them, confirm with a rank tracker that queries from real local addresses, and treat uule as a quick spot check.

Frequently asked questions
Is this an official Google parameter?
It is used by Google but not documented for public use. The encoding here was worked out by observation and has been stable for years, which is not the same as guaranteed. If results ever stop matching the location, the format changed, not your input.
What counts as a canonical location name?
The form Google itself uses in its geo targets list: city, region, country, separated by commas without spaces after them. "London,England,United Kingdom" works, "london uk" does not.
Will this show exactly what a local user sees?
Close, but not identical. Location is one input among many: personal history, language, device and the moment of the query all change results. The link switches personalisation off with pws=0, which removes the largest of those differences.
